I would like to know if there is an opportunity to pay for the development of an application for specific purpose

I would like to use clover as the device, and have an app that supported a platform concept that I have (making use of the touch screen interface and print capabilities). Is there custom app development available?

Cool, but Im not a developer. I was wondering (sorry not very clear) if there are dev shops specific to clover that could write code for the clover OS?

There are devs that frequent this site, but there's no official registry.
