Can I create an webhook app that will only be used by a particular client?

I do have a client that would like to sync their clover data to another web application using webhook. Do I still need to submit it make it public to all merchants?

Does this mean that I can't get my webhook app to get approved if I tried to submit it? When will you support this kind of feature?

I don't think so, it just means that your app will be publicly available and not restricted to one merchant. Per the link I posted I don't have an ETA.
