Can you give some more information about specific updates that were posted for which you expected a webhook so we can narrow down the affected data/webhook? If you'd prefer, please send an email to dev@clover.com with your developer ID and merchant information that was affected.
Please note that a webhook will get temporarily blacklisted if our http requests hit a failure threshold, i.e. your server was not reachable during some time frame and enough webhooks failed during that time frame (however short or long) that our server will cut the webhook off for a couple hours.
