I can use API without installing app on merchant's account, but Is it possible that I can use webhooks without installing application into the merchant account?

The API requires a merchant's access token, which comes either from installing the app on the merchant's account, or the merchant generating a static access token via their Setup App.
In order for an App to receive information from a Merchant (inclusive of web hooks), the app will need to be installed on the corresponding merchant's account.
At the end of the day, permissions are required to access any merchant data.
Is there anyway that we can create and use an app without making it public on app market of clover?
