Basic ability to add customers to CRM

I am working with a client where I want to take orders and send them to another app. Is there an easier way to do this than build an entire web app?

If I make it private, do I still need to jump through the hoops of submitting and getting approval? Is there any way to install a test app on a real account?

Yes, all apps require approval, private or not. Depending on what you need to do (which is unclear because your subject talks about customers but your post talks about orders) you can likely just use a merchant token and avoid that process.
