What Android SDK Version does the Flex 2, Mini 2 use? Possible Documentation Error?

From what I can see in the emulator setup documentation page, the Flex 2 and Mini 2 are listed as API 27 here (https://docs.clover.com/docs/setting-up-an-android-emulator#:~:text=The%20steps%20on%20this%20page%20are%20written%20for%20the%20following%20operating%20systems), but further down the page it is listed as API 29 here (https://docs.clover.com/docs/setting-up-an-android-emulator#:~:text=Android%207.1.1-,Flex%202,-Flex%203%0AMini)

If this is an error, can we get the documentation updated or am I missing something? Thanks!

If the device is on Android 10 then it is 29, if the device is on Android 8 then it is 27.

I see that those are the corresponding Android Versions for those SDKs.

I was under the impression that the devices locked to an Android version, is that not the case? For example, can the Flex 2 be either SDK version 27 or 29?

Update:
