when items length is large the some number, cannot add taxrates.

We have found and fixed an inefficiency in this endpoint. However, it won't be live until March, so you may need to follow my advice below.

I have reported this to the team. Unfortunately, I think you will have to use the /v3/orders endpoints to create orders (https://docs.clover.com/docs/working-with-orders). This API is more difficult to work with (you have to make multiple requests, etc.), however, you will be in control of when you make requests and can scale things down if you get 429'd. We have a newer order API coming in the next few months that will allow you to create an order (with all modifiers, tax rates, etc.) with a single request , but unfortunately until that is released this is all we have.
