Is Visual Studio really required for semi-integration?

I want to create a windows-based Mini-Clover semi-integration.

Do I really need Visual Studio? It's listed as a prerequisite here:

I am running a custom POS as a java EE server. I develop using eclipse.

While it's not required to use Visual Studio for development, you'll need to use the .Net framework that comes bundled with that IDE. There are Eclipse plugins that you can use but they are either experimental or out of date. If you're willing to tangle with that beast, then I'll cheer for you from the sidelines. However, I strongly suggest using Visual Studio because it "just works".

There is sample java api code. Isn't just a matter of linking in the right libraries?

Yup! Like I said, Visual Studio isn't required, it's just our suggestion.
