Whenever I'm creating new items, updating and deleting then my webhook is not getting triggered. I've created new account so is this reason for not getting webhook worked?

did you confirm you have the correct permissions to read/write inventory data? If permissions were changed after the merchant installed the app you need to generate a new Oauth token to sync the permissions and try it again.
