We create orders on clover with the help of Rest API
When the order is created and order printed on clover, we should get a notification with the help of webhook
So where to configure the webhook for that?

Hey Webhooks can be configured in your Developer Dashboard>App>App Settings> Edit Webhooks

Go to your repository's or organization's settings page to configure a webhook. Click Webhooks, then Add webhook from the menu that appears. Alternatively, you can use the Webhooks API to create and manage a webhook, like elastic man.
