Limit Release Group to 1 Device

I operate my own business where we use our application. We have 3 Flex devices, I was wondering if it was possible to create a release group limited to just 1 of the devices at a merchant? This way we could have only 1 of our 3 Flex devices update and make sure everything passes before releasing the app to all merchants?

I don't believe this is possible.
