Our app creates orders with ReST calls and we have been seeing discrepancies between how order is reported in the web console and orders on physical Clover Workstation. It is very possible that issue is on our end or is simply result of use not understanding what Clover Workstation shows.

That seems to explain the discrepancy. Did you try unchecking it?
It’s possible for sync to take >3 minutes. The most likely explanation is network issues on the merchant's setup. It only takes momentary blip in their network to cause the client on the Clover device to be "disconnected". It can take up to 5 minutes to recover from this.
