Unable to add Devkit (Station Pro) to Sandbox

We are unable to add a DevKit to our Sandbox account. When we login to our Sandbox account and navigate to "Setup" then "Devices" we see the list of all our current devices (Station, Mini, Station 2018) but do not see the option to add additional device. We're trying to add a Station Pro but don't see the option to add devices.

There is a link in the upper right of the dev kit display area that says "ASSOCIATE DEV KIT".

Thanks for your help, I was logged in under a business and not as developer in sandbox. Once i selected developer account, the option to add device showed up. Thank you.
