Webhooks don't seem to fire for category, label and modifier groups

We're looking to get updated when the Clover Inventory changes by using web hooks. However, it doesn't appear that the "Inventory" webhook is called when a number of inventory related items are changed.

eg. Category, Label, Modifier Group

Any comments on whether this is expected behavior?

Also, what could we do to trigger a refresh if there is no webhook for this data?

Up to 2 attachments (including images) can be used with a maximum of 512.0 KiB each and 1.0 MiB total.

We have seen similar behaviour in the production system. Randomly webhooks are not getting fired (especially item creation) and they lead to missed items in our repository. Proper clarification on the expected behaviour of Webhooks would really help.
