I tried signing up for a developer account to use for production using this link

It redirected to a 404 page after I signed up. There was no email. So I tried logging in. It says Invalid Credentials. I tried to reset my password, but didn't get an email. Tried to sign up again, shows I already have an account. But password don't work, I'm also not receiving any emails when I try to reset it.
What should I do?
