Can't Add Merchants to release Group in production

I tried but didn't add the merchnet in release group please suggest us

what is the exact problem you have? Your developer account and APK has to be approved first and merchant has to have your app installed to be able to be added to a release group

Yes application approved as private And I tried to add the merchnet in release group but when we enter the merchnet id in specific merchent the merchnet not visibale so we are not able to add.
