When submitting for approval, got response like below.
While it is currently marked as free in the App Market, if it does have a merchant/customer facing subscription tier in your side, any charge should go through Clover app market for merchants. Please consider to add a non-zero subscription for your application.
What does it mean, how to resolve this?

It sounds as though you are trying to build an application on the Clover marketplace. If your application has paid tiers, we require that those tiers be brought to the merchants attention as soon as possible and flow through Clovers marketplace for security, simplicity, and ease of use for the Clover merchants.
We would not want to represent an application on our marketplace that claims to be free only for our merchants to be charged externally. Downloading an app that claims to be free and then being charged to use the app creates a poor merchant experience and Clover does its best to avoid such approaches.
