We would like to know that is it possible to use deactivated test merchant account again in clover devkit

I am not sure what you mean be "deactivated" test merchant. Devkits can be disassociated and re-associated - https://docs.clover.com/docs/setting-up-your-devkit#reassociating-or-disassociating-your-dev-kit.

I mean to say that if we resossiate the dev kit then old test merchant account is suitable to Associate again into dev kit?

Yes, you can reassociate a dev kit to a merchant that it used to be associated with.
