Clover mini (developer kit) can not detect Star SP700 (Eth) printer

We are using a Cover mini (developer kit) in Sandbox environment. It can detect Star TSP100 series printers but it can not detect the Star SP700 (Ethernet) printers.
I know the printer is connected to the same LAN as we can print to it from our other apps and also from Star SDK app. (it has the correct IP via DHCP)
Is there a known problem with Clover Mini in sandbox with developer kit ?

After upgrading the service plan to "Register Plan" now Start SP700 started to be detected and added as Order Printer.

Looks like TSP100 can be used as Receipt Printer, but SP700 can not be used.
