I'm USA based and have the option to publish my app in the US and Canadian market. I don't have the ability to make it available in the UK, Ireland, or other European markets. How do I enable this functionality?

Good question, EU is a completely different environment (http://eu.clover.com). I am not sure what is required from an app perspective and would recommend you refer this question to appmarketbusiness@clover.com.
