How long does it take for the clover to complete the review of the app. We submitted the app (App type is web) on May 20th in sandbox and it is still showing as in review.

You need to create your application and submit for approval in production, not sandbox. Once you submit your application you can contact appmarketbusiness@clover.com for updates.
