Is it possible to adjust the order in which items and modifiers are printed on the order receipt? As I understand now, items are printed in the manner in which they were ordered. Can this be manipulated?

No, but you could have an app that prints the receipt and list the modifiers as you which, the implementation though, requires a lot of programmatic logic.
