How to install unpublished app into another merchant dashboard?

We have only the web configuration for our app. Right now, We have not Android APKs or Semi-Integrated App. The app is SUBMITTED - PENDING APPROVAL. The app is working fine for our merchant dashboard in the same account. -- https://www.screencast.com/t/gLUjNBYAfdB
Can we install the app into another merchant dashboard for testing purposes?
We have tried but the app is only available in our merchant dashboard. But Review team of clover want to install the app in different merchant account.

Your app must be approved in order to be installed outside of your production testing envioroment.
