Creating a Developer Sandbox Account flow does not work

I purchased a Clover Mini dev kit and I am unable to use it because when I follow these instructions to create a sandbox account, the entire process freezes when I click submit (see screenshot below).

I have tried 10+ times on different browsers and computers to set up this sandbox account. When will this signup process be fixed?
