Unable to activate new developer kit

We purchased a new Clover Station (2018) Developer Kit, and I am unable to add it to my sandbox developer account. Other people who have asked this question in the forums are pointed to a URL that no longer appears to point to the relevant information. There is no option to "Add Device" on the "Devices" page under "Setup" (e.g. https://sandbox.dev.clover.com/setupapp/m/[merchantId]/devices). I emailed dev@clover.com with the device serial number and received an auto response. I called the customer support number displayed on the device but my sandbox merchant ID was rejected. @Richelle Herrli
