CloseoutRequest: Closeout is not enabled for this merchant

Close Out All Devices is disabled (dimmed) on Mini, and when CloseoutRequest is processed, response "Closeout is not enabled for this merchant" is received. Is closeout configured at device, or processor, end?

On sandbox, I can file a ticket to have the merchant configuration changed to enable manual closeout. HEWHWX2ZSJPZJ, right?
