Is Sandbox App Market down?

When trying to access the App Market (app) from a devkit, it instantly closes the app and theres a popup saying "Unfortunately, App Market has stopped."

I checked with someone else at another site that has a devkit, and he reported the same issue.

Is it currently offline?
Is this a bug in the app itself?
Do apps still update without this?
