Sales tax cap

I am trying to setup our devices but am having trouble with sales tax.

Our city charges 4% sales tax on the first $500 of a sale.

e.g. $50 sale is $2 tax. $500 sale is $20 tax. $1000 sale is $20 tax.

I am stumped and the only workarounds I can think of would introduce a large potential for sales associate error.
