How can we see merchants list in merchant settings which is configured for signature in clover.

you can run the GET MERCHANT PROPERTIES endpoint: /v3/merchants/{ {merchantId}}/properties

To read their properties of signature threshold, signature for tips, etc.

Just want to know where we can set the merchant configuration for enabling/disabling the signature or to set the signatureThreshold.

Because for some cards its asking for signature when we are making payment but in case of some cards its not asking.

You can't set that, the merchant must, and there is more to it than just the setting.
