Also, If i wanted to develop a feature for my clover i have in my store/company, could my access to the API function just for the stores I allow to have access to, instead of working within clover to develop an app?

There is no fee to utilize the API itself. However, there is an agreement that developers have to sign when distributing apps through our App Market.
