I run the test card #s on my sandbox dev clover mini and they all return successful, when they should decline or return partial auth. Are there new card #s? https://docs.clover.com/docs/testing-us-payment-flows these don't seem to work. I even go back to the transaction list on the mini and they all show payment successful.
When was your test merchant created? It is probably black-holed, meaning it is hitting a dummy/always approve emulator instead of a Rapid Connect emulator. You can contact developer relations and ask them to move you off of blackhole so that you can test the payment flows correctly.
