App Id for notification

I am trying to use the Notification API and it requires an App ID. I am creating a e-comm website for my client and not using the an App ID. Would either the private or public token provided by the client be used in replacement of the App ID?

Unfortunately, I believe an app is required for sending notifications with our notification service.
