App change for Site URL rejected because "The URL loads as a blank page."

I submitted a change to my app that changed the Site URL, this change recently got rejected with the reason being that the URL loads as a blank page. The reason this is happening is that the page is not used within the flow of how my app will authenticate Clover users. If I put a page on the site that says something as simple as "Clover Authentication data not found, please contact us" whenever the page does not have the correct data will that clear my Site URL or are there specific requirements for what that page must be?
