Can't create a developer account - Error 403 Forbidden

Hi,
I can't seem to create a developer account, I keep getting the same error - 403 Forbidden. I have tried on various browsers and OS platforms. (ie Mac OS and Windows 10)

The video I've shared is on the sandbox account and no, it's not resolved! You can see it in there!

Your video is for the emulator, this issue is regarding creating a developer account via a web browser. Creating a developer account via a web browser is fixed, I verified it.

This is a bug and is being tracked internally.

This issue should be resolved in sandbox.

It is still happing in 2022. I cannot submit to verify my account.
