"message": "401 Unauthorized" in sandbox OAuth

I use high trust apps auth code flow in Authenticate with OAuth—Canada and US

I got a access token successfully but when i use this access token in restAPI, the response is "401 Unauthorized"

Could this error occur if trying from a country other than Canada and US?
