Idempotency key not working in Refund

Endpoint https://scl-sandbox.dev.clover.com/v1/refunds

If I apply the same idempotency key to 2 refunds, both refunds are applied. I expected the second refund to fail because the idempotency key is not unique.

Am I misunderstanding something?
