Get All Employees Not Returning All Employees In Production

When using the rest 

v3/merchants/{mId}/employees

endpoint to fetch employees, it fetches all employees in dev environment but in production it only return a few. I believe the only employees that are being returned are the ones that are created after downloading the app. we do not have any filters set when fetching employees. is this a bug or is there something we are missing here?
