"no device provision info found"

I'm getting this error when trying to associate the device (mini) with the sandbox account. Searching this forum, the latest appearance of this problem is from 2021, see link, and it says that the device should (must?) be a dev kit. Is that still the case? if our device isn't a dev kit, can it be converted to one?

I don't believe a production device can be "converted" to a devkit.
