Can't create a developer account - Error 403 Forbidden

I am trying to save the address from verifying my account, and I am Error 403 Forbidden.

I tried different options, but it gave the same error. Please refer to the screenshotscreen-shot-2022-09-06-at-125354-pm.pngPlease help.
