We have a client that wants to create a Clover based app.
We have zero experience with Clover.
When creating an app for Clover, do we get some of the POS for 'free' (to use or extend), or do we need to create everything using their API?
You haven't provided much information on what your app will be used for, so it is really difficult to answer your question. If you are planning to build a native app (running on a Clover device) then Clover functionality will of course be available to the merchant (your app will run alongside other Clover apps on the device). As Sonal mentioned you can purchase a devkit, but if your app doesn't take payments you may be able to get by without a devkit by using an emulator (https://docs.clover.com/docs/setting-up-an-android-emulator)
