Can't create a developer account - 403 Error

Getting a 403 error when I try to make changes to my developer account to submit for verification. Is this a bug?

Thank you, and what are you trying to modify? Please provide the steps you are taking before seeing that error.

All I did was go to developer settings and modified some details. On clicking save I get the error and no changes are applied.
