Submit Rest API App

Hi,
I am owner of business and using Clover for my inventory, orders and payments. Now I want to develop in house Rest API app which can access my merchant data on website, do still I need to submit app in clover app market?

And I am also have developer account but it is un-verified and Submit Application button is disabled, how can I verify account and submit application?

If the application is designed for your use only then you can use merchant tokens and do not need to submit an app.
