To Go Sales Tax is not calculating correctly

For to go orders in Ohio we do not need to charge sales tax. I have setup tax rules within Clover for this and applied the taxes at the item level. I even exempted the item from taxes for to go but no matter what I do, it still charges tax on to go orders.

How are you marking the order as to-go? Have you created an order type as explained here - https://www.clover.com/help/enter-order-types/?
