Can I use a third party API (for authorization and send payment data) in my application, provided that the payment will be made through the clover. Will the application be added to the clover market?

I really don't understand what you mean by "authorization and send payment data". Go ahead and send an email to appmarketbusiness@clover.com and provide them with a much clearer explanation of what you intend to do.
