We are integrating with the Clover and would like to know if a certain transaction value or some other information can be used to force a transaction error with the Clover Mini in order to test our programs response to that event.

Is there a way to force a transaction error, such as insufficient funds, in order to see how an integrated program handles that?
No, nothing like that it built into the product. We use various card simulator software / hardware here to produce such situations. They are expensive and needs to be run against a server pointed to a test environment.
You don't explain what you are doing, but from your perspective our Secure Payments app is going to return success or cancel. The reason for the failure isn't exposed to the calling app.
