Cloud Pay Display sample app connection attempts receive "Device Disconnected! deviceError: Could not send alert to device."

We're able to connect using Secure Network Pay with the Node sample app, but not Cloud Pay Display using the code at https://github.com/clover/remote-pay-cloud-example...

Is there an outage for Sandbox Cloud Pay display, or perhaps some configuration detail that needs to be different between the two approaches?

We've checked firewall logs while using Cloud Pay Display but can see no dropped/blocked traffic, and successful connections back to Clover's IP in Mountain View.

There are no current outages. There are configuration details that are different when using a cloud connection (verse network). You should start by reading our documentation.
