Is it possible to delete orders that are marked as PAID or PARTIALLY PAID?
In order to prevent fraud, once an order has been paid, partially paid, or printed, it is no longer possible to delete that order.
Also note that merchants have a setting for whether they want to allow deleting any orders at all. If not, you can't delete any orders regardless of their paid state.
