We are trying to initialize the device, but we are getting sent false.

We are using this API to get the device list
https://api.clover.com/v3/merchants/<merch_id>/devices?access_token=_____

We are now sending this to remote_pay However, it returns sent false and requestAccess false most of the times. What could cause this error?
https://api.clover.com/v2/merchant/______/remote_pay?access_token=_____
