I would like to know if its possible to board merchants that are with First Data but do not have a clover device. They would only be using the Web API.
How do I go about getting them set up properly?

They need to set up a Merchant account here:

Once there Merchant account it set up, they can download apps through the Clover App Market from their Merchant Dashboard. They will not have access to the on device apps, however they will have access to web apps available to them on the app market.

What happens if they already have a merchant account. Would I have to talk to First Data Directly in order to set them up with a clover account? You should have an onboarding place for people that use First Data and also want to use Clover for web payments only.
A clover merchant account is a clover account. I'm not sure I understand what you are asking. If they are a Clover Merchant they already have access to the clover app market.
