Unable to verify developer account

I tried to submit a developer account to verify, but it's showing 403 Forbbiden.

Can you please provide me with your developer ID, maybe you have been previously rejected and that is creating an issue

What region also are you trying to access?

Hi, I have fingered ours. I was in a sandbox environment, so I could not submit it. I have to be in production. Thank you for your response.
